In this information-packed, mid-summer update, CSDC provides vital updates on budget and policy matters.

The Adopted State Budget Webinar addresses a number of important topics, including:

  1. Updates on the state budget and CSDC’s related budgeting and planning suggestions
  2. Important, last-minute changes to budget-related legislation containing several “surprise” charter school policy items
  3. Updates and advocacy tips on key bills pending in the Legislature as it enters the final weeks of this year’s session
  4. The latest on the State Board’s handling of precedent-setting charter appeals, related lawsuits, and their impact on prospects for appeals of denied charter petitions and appeals of non-renewals

This webinar is a continuation of CSDC's 2023-24 State Budget Webinar Series, which includes earlier webinars on the Governor's Budget Proposals (January 18, 2023) and the May Revise and Spring Charter Leadership Update (May 18, 2023), and contains CSDC's original research and analysis.

Legislative Updates

  • Susanne passes the mic over to CSDC Executive Director and Founder, Eric Premack, to begin the presentation.
  • The legislative calendar will soon enter a dangerous period in August and September when the potential increases for bad “gut and amends” legislation—so stay tuned to CSDC’s advocacy news and alerts!
  • The most worrisome piece of legislation currently pending is AB 1604 (Bonta D-Alameda), which would grant school districts the right of first refusal to charter school facilities upon closure. Eric Premack discusses its current status and urges California charter school leaders to closely monitor this "charter killer" bill.

Getting Snookered: A Horrific “Deal” Over Charter Policy

  • Budget trailer bills reflect a compromise “deal” between legislators and some advocates in the California charter community. What’s good in the legislation—and how were some charter advocates snookered in the “deal”?
  • Budget trailer bills also contain provisions affecting the moratorium on new, nonclassroom-based charter schools and call for a study on the processes used to determine funding for nonclassroom-based schools.
