RECOMMENDED NOT REQUIRED: Send out "Intent to Re/Enroll Form" for the current school year to school's families. This would include both current students that intend to “re-enroll” and prospective students that intend to “enroll” during the current school year and reflects students’ ages and grade levels during the current school year. Collecting this data is recommended for those schools that anticipate needing to project enrollment and attendance for submission of a Prop. 39 facilities request (see November 1 deadline). The Charter School Facility Grant Program (SB 740) is designed to provide annual assistance with rent and lease expenditures for charter school facilities. This window is for newly-opened schools or schools that have moved into an eligible facility. A charter school where fifty-five percent (55%) or more of the student enrollment at the charter school site is eligible for FRPM, or a charter school site whose grant funds are requested and is physically located in the attendance area of a public elementary school in which fifty-five percent (55%) or more of the pupil enrollment is eligible for FRPM, and the charter school gives preference in admissions to pupils currently enrolled in that school and to pupils who reside in the elementary school attendance area where the charter school is located as determined by the local school district.

The Charter School Facility Grant Program (SB 740) is designed to provide annual assistance with rent and lease expenditures for charter school facilities. This apportionment includes 50% of the Estimated Annual Entitlement. By October 31 or 30 days after the enactment of the annual Budget Act, whichever is later.

Both new and continuing charter schools must submit a complete Prop. 39 facilities request to their district on or before November 1. When submitting the Prop 39 Facilities Request Form, the charter notifies the district of facility needs for upcoming school year: 1. The same deadline is held for both pre-existing and new schools; they must submit every year if there is not multi-year agreement in place; 2. Use state-developed or district-specific form. The request must include: 2a. In-district and total ADA; 2b. In-district and total classroom ADA; 2c. Prior year ADA; 2d. Projected ADA for upcoming school year; 2e. Methodology for projections; 2f. “Sufficient” documentation of new or increased students; 2g. Breakdowns of ADA by district schools’ students would have attended; 2h. Operational calendar; 2i. There is a lots of detail.

Charter school has until this date and/or up to 30 days after final facility proposal is received to accept/decline final facility offer. Both parties can engage in voluntary, non-binding mediation process if charter objects to proposed facility. Space must be available for occupancy by charter school 10 working days prior to first day of instruction—may reduce to 7 working days for “good cause."
